Course Overview

Course Objective

To enable participants to institutionalize the Internal Audit function through a robust framework and world-class documentation. This module shifts focus from individual audits to building a sustainable, standardized, and quality-compliant audit practice that withstands external quality reviews, regulatory scrutiny, and Audit Committee challenges.

  1. Developing an Internal Audit Manual
  • Purpose and importance of the Internal Audit Manual as the operating constitution of the department
  • Structure of a best-practice Manual: Governance, methodology, processes, templates, and authorities
  • Key contents: Audit planning, fieldwork, reporting, follow-up, resource management, quality assurance, and ethics
  • Alignment with IIA Global Standards, Regulatory requirements [SECP][SBP], and the approved Internal Audit Charter
  • Customization vs. boilerplate: How to make the Manual practical and usable for your organization size and complexity
  • Approval, version control, periodic review, and communication to the audit team

  1. Audit Documentation Standards [as per IIA]
  • IIA requirements for documentation [Standard 11.3 and 14.5]: Why documentation is a Standard, not a choice
  • Characteristics of quality documentation: Relevance, reliability, sufficiency, and timeliness
  • Retention and custody policy: Confidentiality, access controls, and data retention periods
  • Linkage between Charter -> Manual -> Working Papers -> Audit Report: Creating a traceable documentation trail
  • Common documentation deficiencies identified during External Quality Assessments [EQA]

  1. Working Papers & Evidence Documentation
  • What constitutes Audit Evidence: Physical, documentary, testimonial, and analytical
  • Working Paper architecture: From planning memo to final report – what to document at each stage
  • Essential working papers: Risk & Control Matrix [RCM], Process flowcharts, Sampling sheets, Test of Controls & Substantive testing sheets, Issues log, and Review notes
  • Documentation techniques: Cross-referencing, indexing, tick marks, and sign-off hierarchy [Preparer – Reviewer – CAE]
  • Supervision and review: Ensuring working papers tell the full story so a third party can re-perform the audit
  • Practical Exercise: Review of a weak vs. strong working paper pack

  1. Audit Follow-up & Issue Tracking Mechanism
  • Why follow-up is critical: Value of Internal Audit is only realized when issues are closed
  • IIA Standard 15.2 – Follow-up process and Management’s responsibility
  • Designing an effective tracking mechanism: Issue grading [High/Medium/Low], root cause categorization, agreed action plans, owners, and target dates
  • Escalation matrix for overdue issues and reporting to the Audit Committee
  • Validation techniques: How to test closure of issues – re-testing, documentary evidence, and management attestation
  • Automating follow-up through GRC tools and dashboards

  1. Internal Audit KPIs and Performance Measurement*
  • Why measure Internal Audit performance: Accountability to the Audit Committee and continuous improvement
  • Types of KPIs:
  • Performance KPIs: Audit Plan completion %, Budget vs. actual hours, Report issuance turnaround time
  • Effectiveness KPIs: Issue implementation rate, % of high-risk areas covered, stakeholder satisfaction score
  • Efficiency KPIs: Cost per audit, utilization of data analytics, reliance on other assurance providers
  • Balanced Scorecard for Internal Audit: Beyond just plan completion
  • Reporting KPIs to the Audit Committee: Dashboard design and trend analysis
  • Linkage to CAE and audit team performance appraisals
